Construction is underway on The Francis, a transformative mixed-use redevelopment project that marks a major milestone in the evolution of Elmwood Center, the largest sales tax-producing district in Jefferson Parish.
Developed by Lauricella Land Company in partnership with Felicity Property Co. and Setpoint Ventures, the project will transform the former Kmart site into a 251-unit multifamily community with modern amenities and an adjacent 70,000-square-foot retail expansion.
The $111 million investment reflects JEDCO’s focus on placemaking and the reinvention of aging shopping centers into vibrant destinations where people can live, work and gather.
Construction is expected to be completed in Spring 2028.
