‘Down the Drain’ Special Investigation

When rain led to flooding for the second time in two weeks, residents demanded to know whether the city’s drains and pumps were working. The city assured them the system was at “maximum capacity.” Those assurances soon drained away as many problems surfaced.

Eyewitness News assembled a team of veteran reporters, researchers, experts and insiders to launch an investigation, unprecedented in size and scope, into the Sewerage and Water Board and the city’s drainage system.
